摘 要:电力系统备用留取问题一直较为关键。新时期电力系统不确定因素多样,本文考虑极端天气、气网可靠性、区外电源及联络线停运概率、机组停运率、风电预测误差等多重威胁能源安全的不确定性因素下,针对备用优化配置问题及备用留取标准问题,提出考虑极端天气因素的元件故障概率修正方法,并提出与极端天气概率相关的备用留取标准曲线及其获取方法,在优化备用配置方案基础上,形成备用需求所能应对的最大极端天气概率曲线,作为极端天气下备用留取标准以供调度参考。算例中分别给出了联络线故障概率、风电预测误差增加时备用留取标准的降低,且在不同备用区间降低程度不一致。备用留取标准计算方法为电力系统可靠性研究提供重要参考。The reserve preservation of power system is always an issue of significance.There are various uncertain factors in power system in the new era.In this paper,under multiple uncertain factors which seriously threaten the energy security,such as extreme weather,reliability of gas network,fault probabilities of outside generation with inter-connected lines,outage rate of units,and forecasting errors of wind power,the problems of optimal allocation of reserve and the corresponding criterion for reserve preservation are focused,and a probability correction method is proposed to correct the failure probability of elements in power system with the consideration of factors under extreme weather.In addition,a curve of reserve preservation criterion associated with the probability of extreme weather is put forward,together with its formulation method.Based on the optimal allocation scheme for reserve,a curve describing the relationship between reserve demand and the largest probability of extreme weather is formed as the reserve preservation criterion considering extreme weather.In a case study,the fault probability of inter-connected lines and the forecasting errors of wind power are considered as variables,and it is pointed out that the increase in these variables may result in a declining reserve criterion.Moreover,the reduced degree varies at different intervals of reserve.The computational algorithm for the reserve preservation criterion provides important reference for research on the reliability of power system.
