摘　　要：运营风险是中国篮球协会(简称“篮协”)实体化改革过程中不可回避的实践问题,识别、描述与评估运营风险因素,以期提升篮协运营风险的应对能力。运用德尔菲、因子分析与结构方程模型等方法,形成6个风险因子与26个风险指标的篮协运营风险评价指标体系,并结合该结构方程模型进行实证分析。研究显示:篮协运营风险因子排序依次为管理风险、业务风险、改革风险、经济风险、法律风险与人员风险等,风险指标事件对篮协运营风险具有绝对影响,并表现出个体性与关联性。在此基础上,提出从监控管理风险、控制业务风险、降低改革风险、规避经济风险、调控法律风险与防范人员风险等视角出发,按照打造“组织+服务+机制”的管理结构整合;创设“事前+事中+事后”的业务驱动体系;践行“重构+创新”的制度改革推进;规范“联动+自主+均衡”的经济治理结构;营造“硬法+软法”的法律治理环境;进行“理念+责任+能力”的人员价值优化等措施进行风险管理应对。Operational risk is an unavoidable practical problem in the process of the physical reform of the Chinese Basketball Association(referred to as the“Basketball Association”).Identify,describe,and evaluate the operational risk factors of the Basketball Association in order to improve the ability of the Basketball Association to respond to operational risks.Using methods such as Delphi,factor analysis and structural equation model,a six-factor and 28-risk index risk assessment index system was formed,and the structural equation model was used for empirical analysis.The research showed that the Basketball Association operational risk factors are ranked in order of management risk,business risk,reform risk,economic risk,legal risk,and personnel risk.The risk index events have an absolute impact on the basket’s operational risk,and showed individuality and relevance.On this basis,from the perspective of monitoring management risks,controlling business risks,reducing reform risks,evading economic risks,regulating legal risks and preventing personnel risks,it is proposed to integrate in accordance with the management structure of creating an“organization+service+mechanism”;The business-driven system of“before the event+during the event+after the event”;practice the reform of“system+reconstruction+innovation”and coordinated advancement;standardize the economic governance structure of“linkage+autonomy+balance”;create a“hard law+soft law”law govern the environment;carry out risk management response to measures such as“idea+responsibility+ability”personnel value optimization.
