水功能区水环境功能区建库方法及实现

摘　　要：水功能区水环境功能区是水资源开发利用与保护、水污染防治和水环境综合治理的基础,其数字化建库是生态环境保护综合协同管理的重要工作。结合浙江省水功能区水环境功能区建库介绍了功能区建库的技术路线,通过功能区划定、空间数据采集、质量检查等工作,解决了功能区划分采集、拓扑关系处理、功能区长度确定、集水区范围划定等问题,实现了功能区的精准建库,为自然资源、生态环境类数据采集、长度面积计算、数据建库等提供经验。Water function zones and water environment function zones are the foundations of water resources development utilization and protection,water pollution prevention and control and water environment comprehensive treatment.The digital database construction is an important work in integrated ecological environment protection management.We introduced the technical route of building database on the function zones based on the project of building database in water function zones and water environmental function zones in Zhejiang province,through the delineation of function zones,spatial data acquisition,quality inspection and other work.The problems of function zones acquisition,topological relation processing,length calculation and catchment area delineation were solved.We achieved accurate building database on the function zones,which provides valuable experience for natural resources,ecological environment data acquisition,length and area calculation,and vector database construction.
