军民融合产业协同创新网络运行机制研究——基于行动者网络理论的视角

摘　　要：当前军民融合协同创新网络尚未实现资源有序联系和科学配置,理清其组建过程和运行逻辑,对优化军民融合产业,提高协同网络运行效率具有重要意义。基于行动者网络理论,揭示军民融合产业协同创新网络的内在运行机制和逻辑。研究发现:在军民融合产业协同创新网络中,政府是核心行动者,国有军工企业、军队等是其他人类行动者,产业环境、发展愿景是非人类行动者;协同创新网络初期运行过程中,政府通过识别强制通行点,挖掘并赋予合作利益,吸引其他行动者加入网络;协同创新网络进入动员阶段后存在多种参与模式,核心行动者或变为军工企业,需要各行动者及时关注,调整身份。这将为军民融合产业相关研究提供一种新的角度和思路。At present,the orderly connection and scientific allocation of resources have not yet been achieved through the military-civil integration collaborative innovation network.Sorting out the establishment process and operation logic is of great significance to optimize the military-civil integration industry and improve the operation efficiency of the collaborative network.Therefore,it is necessary to reveal the internal operation mechanism and the logic of the collaborative innovation network of the military-civilian integration industry based on the Actor-Network Theory.The study shows that in the collaborative innovation network of the military-civilian integration industry,the government is the core actor,the state-owned military industrial enterprises,and the army and the rest are other human actors;the industrial environment and development vision are non-human actors.In the initial operation of the collaborative innovation network,the government identifies compulsory access points,excavates and endows cooperative benefits,and attracts other actors to join the network.After the collaborative innovation network enters the mobilization stage,there are a variety of participation modes,and the core actors may become military enterprises,which needs the timely attention of various actors and adjust their identities.This provides a new perspective for the related research of civil-military integration industry.
