摘 要:本文基于2010~2020年全国31个省级行政区建筑业面板数据,就产业政策力度与项目创新绩效之间的关系展开研究。通过引入区域创新环境和知识创造水平,检验了调节效应的作用机制;同时将政策时滞性纳入研究范畴,明确了政策时效性的影响。本文采用双向固定效应模型进行多元线性回归,结果表明:加大产业政策力度可有效提升建设项目创新绩效,区域创新环境和知识创造水平对此关系表现为正向促进作用;产业政策的效力随时间推移而减弱,区域创新环境和知识创造水平均表现出政策环境敏感性。最后以此为基础,向政策制定者与建设项目管理主体就规范合作模式、重视投入产出比等方面提供了具有针对性的工作思路。Based on the panel data of the construction industry in 31 provincial-level administrative regions across the country from 2010 to 2020,this paper studies the relationship between industrial policy strength and project innovation performance. By introducing the regional innovation environment and the level of knowledge creation,the mechanism of the moderating effect is tested;at the same time,the policy time lag is included in the research scope,and the influence of the policy timeliness is clarified.This study uses a two-way fixed effect model to conduct multiple linear regression. The results show that:increasing the intensity of industrial policy can effectively improve the innovation performance of construction projects,and the regional innovation environment and knowledge creation level have a positive role in promoting this relationship;the effectiveness of industrial policy increases with weakening over time,the regional innovation environment and knowledge creation level both show policy environment sensitivity.Finally,based on this,it provides targeted work ideas for policy makers and construction project management entities on standardizing the cooperation model and paying attention to the input-output ratio.
