摘  要:为了考察科技创新对二氧化碳减排的成果和效益,本文结合科技减排和绩效评估等方面的含义和指标体系设置目的,构建了各省市区科技减排绩效评估指标体系,根据DEA方法来考核全国各地区在2011~2020年间二氧化碳减排工作中所体现出来的科学技术的作用与效果,对未达到DEA有效的省市区进行投入冗余分析,发现存在较多的资源投入不合理和浪费现状;通过Tobit面板回归分析,得到在科技减排工作中影响效率的关键因素,其中政府对科研重视程度的作用最为明显。因此,政府要保证科技资金投入,为科技减排创新提供有效持续的资金保障;加强节能减排先进技术的推广应用,促进技术市场成交额的提升;还需要合理调整产业布局,优化产业结构,淘汰落后产能。In order to investigate the results and benefits of science and technology innovation(STI)on CO2emission reduction,the combined meanings of S&T emission reduction and the purpose of index system setting,the performance assessment index system was constructed,and the effects of S&T embodied in the work of CO2emission reduction during 2011~2020 were assessed according to DEA method,and the effects of S&T that did not reach DEA effective provinces for input redundancy analysis,and found that there were more resources invested unreasonably and wasteful status quo;then through Tobit panel regression analysis,the key factors affecting the efficiency in the work of S&T emission reduction were obtained,especially the most obvious impact of the government.s scientific research emphasis. Therefore,the government should ensure the investment of S&T funds to provide sustainable financial guarantee for innovation in S&T emission reduction;strengthen the promotion of advanced technologies for energy conservation and emission reduction,promoted the application of advanced technologies;also needed to reasonably adjust the industrial layout,optimize the industrial structure and eliminate backward production capacity.
