新型城镇化和乡村振兴耦合协调评价及障碍诊断——以四川省南充市为例

摘　　要：新型城镇化和乡村振兴是破除城乡发展障碍、推动区域高质量发展的重大战略,研究二者之间的耦合关系,有助于促进城乡深度融合.基于南充市2010—2019年的面板数据,采用熵值法和耦合协调模型测度南充市新型城镇化和乡村振兴发展水平及二者的耦合协调水平,并利用障碍诊断模型对制约两大战略协调发展的障碍因子进行诊断.研究发现:2010—2019年南充市新型城镇化和乡村振兴发展水平不断提高,新型城镇化领先于乡村振兴战略;两大战略耦合协调度呈稳定增长趋势,除市辖区发展到优质协调以外,其他各县(市、区)均发展到良好协调;其次,经济城镇化和乡风文明已经成为制约南充市新型城镇化和乡村振兴耦合协调发展的最大障碍.南充市应牢抓经济建设这个中心,以城乡融合发展建设为方向,以农村人居环境治理为重点,走以城带乡的乡风文明建设道路,以此来促进两大战略良性互动发展.New urbanization and rural revitalization are defined as two crucial national strategies,which are wildly implemented to remove barriers to urban and rural development and serve the purpose of gaining high-quality regional growth.It could be helpful to study the coupling relationship between the two to achieve a deep integration of urban and rural areas.Based on the existing panel data of Nanchong City from 2010 to 2019,the entropy method and the coupling coordination model are employed to investigate the development standard of Nanchong's new urbanization and rural revitalization so as to find out the degree of coupling coordination between the two,and the obstacle diagnosis model is then used to spot the obstacle factors that hinder the coordinated development of the two strategies.The research detects a persistent rise of the development level of new urbanization and rural revitalization in Nanchong City from 2010 to 2019,with the rural revitalization evolving less rapidly than the new urbanization.In addition,the degree of coupling coordination of the two major strategies is on a steady upward trend.The municipal districts have witnessed a high-quality coordination,while other counties(cities,an districts)have undergone a good coordination in this regard.Secondly,urbanized economy and countryside civility have become the biggest obstacle to new urbanization and the the coupling development of rural revitalization.Nanchong has to firmly stick to the policy of economic construction as the central task,and takes the urban-rural integration construction as the direction,with the emphasis placed on the renovation of rural human settlements and walk the road of building a rural civilization with cities motivating the countryside,thus to advance the benign interactive development of the two major strategies.
