治水新思路下用水权交易的基准价格研究

摘　　要：用水权分配与交易制度充分体现了"节水优先"和政府、市场"两手发力"的治水新思路,价格机制是用水权交易制度建设的核心内容之一,而基准价格是价格形成的基石。在对用水权交易基准价格界定的基础上,以马克思的劳动价值论、地租理论为基础,融合西方经济学财富论和功效论,提出用水权交易基准价格应以水资源价值为主线,充分体现用水权持有者的财产性收益,从而实现治水新思路下用水权交易基准价格的三大政策功能:节水增效的价格杠杆、资产化管理的价值尺度、用水结构调控的风向标。最后,提出根据地区差异和时间动态变化,建立用水权交易基准价格的全国统一布局和地方政府分级公示制度等对策建议。The allocation and trading system of water rights fully reflects the new idea of water governance that water saving priority and make efforts by both government and the market.The price mechanism is one of the core contents of the construction of water rights trading system,and the benchmark price is the cornerstone of price formation.This paper first defined the benchmark price of water rights trading,then,based on Marx’s labor value theory and land rent theory,combined with the wealth theory and efficacy theory of western economics,proposed that the benchmark price of water rights trading should be based on the value of water resources and fully reflect the property benefits of water rights holders.Thus,the three policy functions of the benchmark price of water rights trading under the new idea of water governance,which is the price leverage for water saving and efficiency enhancement,value scale for asset management and the vane for water use structure regulation,can be realized.Finally,according to the regional differences and the dynamic changes of time,the paper proposed some countermeasures and suggestions,such as establishing a nationwide unified layout and the local government’s hierarchical publicity system for the benchmark price of water rights trading.
