低碳转型下省级电力现货市场建设关键问题思考

摘　　要：随着"30·60"双碳目标的提出,低碳能源转型将逐步成为我国清洁能源发展的主要目标。当前,中国正在加快推进电力现货市场建设,在保证电网安全运行和绿色低碳的前提下,力图设计高效运行的市场体系,促进资源的优化配置和低碳能源转型。本文阐述了第一批省级试点的电力现货市场建设情况,总结了电力现货市场建设的基本特征和挑战,提出了低碳转型下我国省级电力现货市场建设的关键要点问题,得出如下主要结论:市场机制不健全、能源体系建设不完善是制约我国低碳转型主要原因,促进低碳转型的现货市场机制建设是省级现货市场建设的关键。本文提出相关建议,以期为我国第二批电力现货试点省份推进现货市场建设提供有益参考。With the proposal of the"30·60"dual-carbon goal,“Transition to low-carbon energy”will gradually become the main goal of China’s clean energy development.At present,China is accelerating the construction of electricity spot market,which is trying to design an efficient market system to promote the optimal allocation of resources and the transformation of low-carbon energy on the premise of ensuring the safe operation of the power grid and low carbon.This paper expounds the situations of the first batch of provincial power spot market pilots,summarizes the basic characteristics and challenges faced with the construction of the power spot market,puts forward the key points of the construction of the provincial power spot market in China under the low-carbon transition,and draws conclusions that:Imperfect market mechanism and imperfect energy system are the main factors restricting China’s low-carbon transformation,and the construction of electricity spot market mechanism to promote low-carbon transformation is the key to establish an efficient provincial spot market.This paper puts forward relevant suggestions,to provide a useful reference for promoting the construction of the spot market in the second batch of pilot provinces of electricity spot market in China.
