摘 要:为研究河流水电开发对其涉及陆生生态敏感区的实际影响,笔者选择乌江下游水电梯级开发作为研究对象开展环境影响后评价;采用图形叠置法,判断乌江下游流域陆生生态敏感区与水电梯级开发区位关系;选取麻阳河自然保护区和沿河乌江山峡风景名胜区作为典型代表,分析其受梯级水电站开发建设影响的程度,并以此结论代表该河段水电梯级开发对陆生生态敏感区的实际影响情况;最后,对该河段尚未建设的白马航电枢纽开发提出了工作建议。研究表明:乌江下游水电梯级开发对其涉及陆生生态敏感区的影响不大;且形成的宽阔水面,既可丰富生态敏感区景观内涵,也可改善局地小气候,对促进生态系统正向演替有一定的积极作用。此研究结论为决策管理部门今后判断类似工程建设对陆生生态敏感区的影响程度提供参考。In order to study the actual impact of river hydropower development on terrestrial ecologically sensitive areas involved, the author selects the hydropower cascade development in the lower reaches of Wujiang River as the research object to carry out environmental impact post-evaluation. By using the graphical superposition method, the relationship between the terrestrial ecologically sensitive area and the hydropower cascade location in the lower reaches of Wujiang River is determined. The Mayanghe Nature Reserve and Yanhe-Wujiang River Gorge Scenic Area are selected as typical representatives to analyze the degree of their impact on the development and construction of cascade hydropower stations, and this conclusion represents the actual impact of the cascade hydropower development on the terrestrial ecologically sensitive areas involved. Finally, some suggestions are put forward for the development of Baima Navigation-Power Junction which has not yet been constructed in this reach. The research shows that the hydropower cascade development in the lower reaches of Wujiang River has little effect on the terrestrial ecologically sensitive areas involved;The wide water surface can not only enrich the landscape connotation of ecologically sensitive areas, but also improve the local microclimate, which plays a positive role in promoting the positive succession of ecosystem. This research conclusion provides a reference for decision-making and management departments to judge the impact of similar engineering construction on terrestrial ecological sensitive areas in the future.
