数据生产要素的市场化配置研究

摘　　要：[研究目的]数据演进为生产要素,使培育数据生产要素市场成为必然选择。研究数据生产要素市场化配置的分析框架、内在结构、作用机制,以有效促进数据市场交易、推动数据要素市场有序健康发展。[研究方法]在生产要素市场的“供给—需求”经济分析框架基础上,引入数据科学、信息科学的相关理论视角,围绕数据价值运动规律,以数据生产要素为核心,通过理论分析和模型演绎,从数据本体、数据载体两个层面构建基于“数据需求—数据供给—数据交易”的数据生产要素市场化配置理论框架,厘清数据生产要素市场的基本构成和内在机理,探究数字经济下的数据需求、数据生产、数据交易之间的关系。[研究结论]数据需求产生于人对现实世界(或物理空间)的应用需要,由此触动数据供给侧的数据生产,联动数据交易环节,实现数据生产要素的循环流动。一是从数据需求产生、数据需求设计两方面厘清数据需求的内部机理,明确数据需求来源;二是从数据生产加工、数据标准规范、数据质量管理等方面理解数据生产的内在构成,推动数据供给和数字经济发展;三是从数据确权、数据保护、数据流通等方面明确实现数据交易的基本因素,推动数据交易、促进数据共享。其中,数据本体层作为人类思维(或意识)过程(或结果)的表达方式,是数据生产要素产生和应用的基础,体现了数据的本原。[Research purpose]The evolution of data into factors of production makes it an inevitable choice to cultivate the market of data factors of production.Therefore,it is necessary to study the analysis framework,so as to effectively promote data market transactions and healthy development of data production factors market.[Research method]On the basis of the"supply-demand"economic analysis framework of the factor of production market,the relevant theoretical perspectives of data science and information science are introduced.Centering on the movement law of data value,the factors of data production are taken as the core.The theoretical framework of market-based allocation of data production factors based on"data demand-data supply-data transaction"is constructed from two levels of data ontology and data carrier.And then,we try to clarify the basic composition and internal mechanism of the data production factor market,and explore the relationship between data demand,data production and data transaction in the digital economy.[Research conclusion]Data demand is generated from people's application of the real world(or physical space),which triggers data production on the data supply side,links data trading links,and realizes the circular flow of data production factors.The first is to clarify the internal mechanism of data demand from two aspects of data demand generation and data demand design,and define the source of data demand.The second is to understand the inherent composition of data production from the aspects of data production and processing,data standards and norms,and data quality management,so as to promote the development of data supply and digital economy.The third is to clarify the basic factors for data trading in terms of data rights confirmation,data protection and data circulation.Among them,the data ontology layer,as the expression way of human thinking(or consciousness)process(or result),is the basis of the generation and application of data production factors,and reflects the origin of data.The
