摘　　要：作为中国共产党的一项治国理政主张,全过程人民民主是新时代中国民主政治发展的基本方略。全过程人民民主是由“全过程”“人民”和“民主”组合而成的词组,其中“人民”一词意在说明全过程人民民主是何种范围的民主,“全过程”则是对当代中国民主形式的概括和总结。为了确认和保障人民民主,现行宪法构建了一个比较完备的人民民主规范体系,包括国家根本任务条款、人民主权条款、国家性质条款、人民代表大会制度条款、政治参与条款和民主集中制条款,这与人民民主的“全过程”特征相契合。推进全过程人民民主应以宪法为基础,宪法的作用集中表现为贯彻民主理念、确定民主重点、保障民主权利、设计民主程序和规范民主实践。基于“坚持党的领导、人民当家作主、依法治国有机统一”的法政逻辑,中国共产党是推进和实现全过程人民民主的强有力的组织者和领导者。As proposed by the CPC in the governance of China,the whole-process people’s democracy is the basic principle for China’s development of democracy in the new era.It is not a new concept,but a combination of"the whole-process"and"the people’s democracy,"in which the word of"people"is meant to cover the scope of democracy,while"the whole-process"is a designation for the form of democracy in contemporary China.In fact,a relative sound system for people’s democracy has already been built by the 1982 Constitution,which includes the provisions of people’s sovereignty,the fundamental mission and the nature of the state,the people’s congress,the political participation and the principle of democratic centralism.All these provisions are consistent with the characteristics of the"whole process"of people’s democracy.Therefore,constitution is the foundation for the promotion of the whole-process people’s democracy,as it is committed to the idea of and the protection of the rights to democracy in planning and managing the process of practicing democracy and in determining the priorities.To promote the whole-process people’s democracy,it is also indispensable for the CPC to play the roles of an organizer,guide and law-abider,as the underlined logic for China’s politics and law is rule of law and rule by the people under the leadership of the CPC.
