发达国家政府文件管理数字转型的国家战略研究及其启示

摘　　要：为丰富文件管理数字转型理论与方法,以此推进我国政府文件管理数字转型优化方向识别,本文以美国、英国、澳大利亚为例,运用文本分析法总结其文件管理数字转型国家战略,从内容层与战略设计层解析数字转型要点。由此结合我国国情提供了本土化的数字转型优化策略:对照中国情境设定更加系统的主体协作机制,数据化趋向应得到追踪以充分融入战略布局,从行动体系化规划的角度增强战略的统筹作用,明确多样化的保障措施。To enrich the theories and methods of digital transformation of records management and thus provide optimal directions for China’s digital transformation practice of government records management,the paper carries out a textual analysis to summarize national strategy for digital transformation in records management in the UK,US,and Australia,thus analyzes the key points of digital transformation from the content and strategic design level.Based on China’s practical status,the paper provides localized optimizing strategies for digital transformation in China:a more systematic collaboration mechanism should be set in Chinese context;the trend of digitization should be traced and integrated into the strategic layout;the comprehensive role of the strategy should be enhanced from the perspective of systematic planning;diversified supporting measures should be specified.
