地方农村养老服务模式创新的要素组合研究——基于环境包容福利分析框架

摘　　要：地方农村养老服务模式创新是回应我国农村人口老龄化挑战的关键,亟待分析、归纳当前农村养老服务模式创新的地方经验,凝练其要素规律。本文在构建一个环境包容型整合分析框架的基础上,采用文本分析法,分析了全国117个农村养老服务创新模式的典型案例。研究发现,农村养老服务的模式创新是有经验可借鉴、有规律可遵循的,可以从主导者、分配基础、分配内容、输送系统和资金来源五个要素维度进行归纳,凝练形成农村养老服务的“要素组合库”;但并不存在唯一、规范模式,宏观环境对地方模式创新存在影响和约束,需要基于地方的制度、物质、人力和文化环境,高度重视和反复调适“要素组合库”中的各类要素及其组合形式,各地对“要素组合库”的借鉴和应用不是整齐划一的,而应当呈现一种“各取所需”的态势。The innovation of the elderly care service mode is the key to address the challenge of population aging in rural China.There is a need to analyze and summarize the local experience of mode innovation in rural areas and refine the elements of the rural elderly care service mode.On the basis of constructing an environmental inclusive integrated analysis framework,this paper uses the text analysis method to analyze 117 typical cases of the rural elderly care service mode innovation in China.It is found that the innovation of the rural elderly care service mode can be summarized from five element dimensions,and condensed to form the element combination database.However,there is no standardized mode,and great importance should be attached to the adjustment of the design in combination with the local environmental factors.The application of the element combination database in various places should adopt the strategy of adjusting measures to local conditions.
