新疆棉种产业发展问题剖析

摘　　要：棉种产业对新疆棉花经济高质量发展起着重要的作用。通过对新疆棉花主产区的深入调查发现,新疆棉花良种推广作用显著,种业市场潜力巨大,棉种安全基本得到保障。但也存在棉种企业参差不齐,棉花品种多、杂、乱,棉花品质不高等问题。为此,必须通过协同创新的制度安排构建一个有效促进新疆棉种产业健康发展的制度支撑体系;加快棉花种业育繁推广一体化进程;探索棉花生产效益补贴机制;加强种子监管力度;发挥好政府的主导作用促进种质资源共享利用;以市场需求为导向稳固提升棉花品质。Cotton seed industry plays an important role in the high quality development of Xinjiang cotton economy. Through the investigation of the main cotton producing areas in Xinjiang, it is found that the promotion effect of improved cotton varieties in Xinjiang is remarkable, the seed market potential is huge, and the safety of cotton varieties is basically guaranteed. But there are also uneven cotton seed enterprises, many cotton varieties, miscellaneous, disorderly, and low cotton quality. Therefore, it is necessary to construct an effective institutional support system to promote the healthy development of Xinjiang cotton seed industry through the institutional arrangement of collaborative innovation;Accelerate the integration process of cotton seed breeding and promotion;Explore subsidy mechanism for cotton production benefits;Strengthen seed supervision;Give full play to the leading role of government to promote the sharing and utilization of germplasm resources;Market demand-oriented stable improvement of cotton quality.
