摘　　要：“新冠疫情”在2020年全球范围的爆发无疑是对国家公共卫生治理能力乃至于全球公共卫生治理能力的挑战,引发了人们对全球公共卫生治理问题的思考,尤其在政治制度层面,对于全球公共卫生治理中“国家责任”的反思变得尤为必要,也需要进一步对国家责任的伦理向度进行思考和重构。放眼全球,公共卫生事件的频发体现出“风险社会”这一现代社会的本质,这一本质要求国家采取一种以法律和政治为核心的应对策略,并且坚持国家在应对风险中的“权责主体”的地位。进而在国内治理层面坚持一种基于法律的政治上的“责任伦理”态度,在对外合作层面坚持一种基于“国际约定”和“国际德性”的“义务伦理”态度。同时要求国家和国际社会在面对“风险”的同时,砥砺“实践智慧”。The global outbreak of “COVID-19” in 2020 is undoubtedly a challenge to both national and global capacity of public health governance.On the level of political system,COVID-19 makes it particularly necessary to reflect on the “state responsibility” in global public health governance,and on this basis,it is necessary to further consider and reconstruct the ethical dimension of state responsibility.Looking at the world,the outbreak of COVID-19 reflects “risk society”,which requires the state to adopt a responsive strategy with law and politics as the core,and adhere to the status of the state as the “subject of power and responsibility” in dealing with risks,furthermore,to insist on a political attitude of “responsibility ethics” based on “law” in domestic governance,and a attitude of “duty ethics” based on “international agreement” and “international virtue” in foreign cooperation.It also requires the national and international community to grind the “political wisdom” when facing with “risks”.
