摘　　要：海_上执法是海洋强国建设的重要内容之一,受到学术界、实务界及社会各界的高度关注。在海_上执法的学术研究中,对其基本学理问题的研究还比较薄弱,尤其是对于海上执法及其相近概念的界定和彼此间关系的分析亟待深入。一般而言,海上执法是一个更为规范和严谨的用语,其与海洋执法、海上行政执法、海上维权执法之间既有联系,也有区别,特别是海上执法与海上维权执法的关系还处于争论之中,但二者之间并不能简单地划等号。在实践中,海上综合执法、海上联合执法与海上专项执法是最为常见的三种方式。海_上执法的发展应以综合执法为长远目标,并在现阶段推广应用联合执法和专项执法。Maritime law enforcement is one of the important fields in the construction of a maritime power, which has attracted great attention from academia, practitioners and all sectors of society. In the academic research of maritime law enforcement, the basic theoretical issues are still relatively weak, especially the definition of maritime law enforcement and its related concepts and the analysis of their relationship need to be further studied. Generally speaking, maritime law enforcement is a more standardized and rigorous term, which has both connections and differences with ocean law enforcement, maritime administrative law enforcement and maritime rights protection law enforcement. In particular, the relationship between maritime law enforcement and maritime rights protection law enforcement is still in debate, but they can not be simply equated. In practice, comprehensive maritime law enforcement, joint maritime law enforcement and special maritime law enforcement are the most common three ways. The development of maritime law enforcement should take comprehensive law enforcement as the long-term goal,and promote the application of joint law enforcement and special law enforcement at the present stage.
