公众参与地方政府绩效评估的有效性:一个层次分析法应用——以青岛市“三民”活动为例

摘　　要：公众参与政府绩效评估是建立科学的政府绩效评估体系的重要保证。运用层次分析方法(AHP),以青岛市“三民活动”为例,分析研究公众参与地方政府绩效评估的有效性。分析结果显示:青岛市公众参与政府绩效评估总体上取得了良好成效;但在实施中还存在着公众参与意识和能力有待提升,制度保障机制与技术保障机制不够健全完善等问题。为提升公众参与政府绩效评估有效性,应提高参与对象选择的科学性、提升公众参与地方政府绩效评估的能力与积极性、完善公众参与绩效评估的保障机制、优化公众参与地方政府绩效评估的技术手段、完善绩效评估结果的运用机制。Public participation in government performance evaluation is an important subject to establish a scientific government performance evaluation system.Taking“three citizen campaigns”as example,this paper analyzes the effectiveness of public participation in local government performance evaluation,and shows the following results:public participation in government performance evaluation in Qingdao has achieved good results in general;however,there are still some problems such as insufficient public participation awareness and capacity in local government performance evaluation,the impaction in institutional and technical guarantee mechanism for public participation,etc.For enhancing the effectiveness of public participation in government performance evaluation,we should improve the scientific selection of the participants,enhance the public’s ability and enthusiasm,improve the guarantee mechanism,optimize the technical means and improve the mechanism of applying performance evaluation results.
