摘　　要：基层治理是社会治理的基础,行政区划承担着合理划分基层治理单元的职责,影响着基层治理的边界、资源和效能,直接关系着基层社会治理的体系和能力建设。区县的“区界重组”作为政府调整空间资源配置的有力工具,在实现区域联动发展中能起到何种作用?为回答这一重要问题,本文利用区界重组数据,发现区界重组能通过边界调整提升整个区域的经济发展水平。区界重组通过强区县帮扶弱区县,实现区县一体化增长的协同效应。中国地方政府行为对区域经济发展的影响,能够更好地理解中国基层行政区划体制与区域经济发展之间深刻的关联性和传导机制。Grassroots governance is the basis of social governance. Administrative divisions bear the responsibility of reasonably dividing grass-roots governance units, affecting the boundary delimitation, resources allocation, and directly influence the system of grassroots social governance. As a powerful tool for the government to adjust the allocation spatial resources, what role can the “district boundary reorganization” of counties and districts play in realizing regional development? This paper uses the boundary reorganization data to examine how the boundary reorganization influences the regional economy. It is found that the district boundary reorganization helps the weaker counties/districts in economic development through the helping hand of the better-developed counties/districts, so as to realize the synergistic effect of county/district integrated growth. The coordination of efficient market and effective government is one of the most important mechanism. This paper enriches the research on the impact of China’s local government behavior on regional economic development, and helps to better understand the profound correlation and transmission mechanism between China’s grassroot administrative division system and regional economic development.
