美国“印太战略”下的基础设施合作及其对中国的意涵

摘　　要：基础设施合作在美国的“印太战略”中占有重要地位。特朗普政府时期,美国国内进行制度性改革,针对印太地区发起和实施了一些基础设施合作倡议和项目,并与盟国和伙伴国合作支持印太地区第三国基础设施发展。拜登政府提出了更宏大的“重建更美好世界”倡议,并推动该倡议与“蓝点网络”倡议的连接,大力塑造高质量基础设施合作与发展的规则。美国与印太国家的基础设施合作被赋予重要的地缘经济和地缘政治竞争的内涵,将会对中国的战略利益产生重要影响。Cooperation in infrastructure construction between the US and Indo-Pacific countries is an important part of the US’Indo-Pacific strategy.During President Donald Trump’s tenure,the US launches an important institutional reform,also initiates and implements several infrastructure initiatives and programs and works closely with its allies and partners to support infrastructure development of countries in the Indo-Pacific area.The Biden administration proposes the ambitious Build Back Better World initiative and tries to link it with the Blue Dot Network,with an aim to shape the rules for high-quality infrastructure cooperation and development.The cooperation is connoted with geo-economic and geo-political competition,which will exert significant influence on China’s interests.
