摘  要:南京国民政府成立后,逐渐介入茶叶贸易。至抗战全面爆发时,南京国民政府借机全面介入到茶叶生产、运输、鉴定和销售环节,并通过颁布系列法规,制定严密的管理办法来引导、约束外销茶和内销茶的生产,通过贸易委员会和中国茶叶公司全面掌控外销茶的运销。太平洋战争爆生后,中国茶叶外销受阻,南京国民政府不得不将外销茶改为内销茶,无形之中将此前出台的管理外销茶的系列法规或管理办法弱化。由于失去了政府强有力政策的支持,中国茶叶公司内销茶业务濒临崩溃,最终在抗战末期,由南京国民政府主导的外销茶和内销茶贸易都处于停滞状态。After the establishment of the National Government, it gradually began to intervene in the tea trade. With the full outbreak of the war of resistance, the government took the opportunity to fully intervene in tea production, transportation,identification and sales. The government adopted a series of regulations to formulate various management measures to guide and restrict the production of export tea and domestic tea. Through The Trade Commission and Chinese Tea Company, it had comprehensive control over the transportation and sale of export tea. After the Pacific War, export tea sales were blocked. The government had to change the export tea to domestic tea, so the series of regulations and management methods introduced earlier were weakened. Due to the loss of strong government support for tea sales, the Chinese Tea Company’s business was on the verge of collapse. Eventually, at the end of the war, government-led export tea and domestic tea were in a state of stagnation.
