摘　　要：完善管理模式已成为推进国家公园建设工作的必然趋势。以首批试点之一的祁连山国家公园为研究对象,分析其管理现状和阶段性成果,针对现存的跨省管理问题,结合委托代理理论和祁连山国家公园中央和地方共管的管理性质,提出了以构建跨省域协调新机制为突破口,科学划分中央和地方的行政管理权,解决中央职权行使和各片区差异化管理问题的建议。Improving the management model has become an inevitable trend to promote the construction of national parks.This paper analyzed the management status and phased achievements of Qilian Mountains National Park,which is the first pilots in our country.It analyzed the existing inter-provincial management problems combining the principal-agent theory and the management nature of Qilian Mountains National Park central and local co-management.Finally,it put forward the methods aiming at solving the above problems,which included building a new cross-provincial coordination mechanism as a breakthrough,scientifically dividing the administrative powers of the central and local governments,and solving the problems of the exercise of the central authority and the differentiated management of various regions.
