乡村旅游地区农户生计资本研究——以福州市白沙镇为例

摘　　要：以福州市白沙镇乡村旅游地区为案例区,依据农户现有的有效劳动力数量、农户就业情况、主要收入来源、是否参与旅游经营活动四大标准,将白沙镇乡村旅游区农户划分成务农主导型、务工主导型、混合型、旅游兼营型和旅游经营型。以可持续生计理论框架为基础,构建适用于乡村旅游地区农户生计资本评价指标体系。结果表明:旅游经营型和混合型农户的生计资本整体水平高于其他农户;五大类型农户的的五类资本的平均数水平较低,仅物质资本的平均指数较高为0.528,其他四类生计的平均指数都小于0.5。在此基础上,提出了党管旅游优先旅游发展,推进乡村旅游人才建设,推进乡村旅游基础设施建设等对策建议。Taking the rural tourism area of Baisha Town in Fuzhou as a case area,this paper divided farmers in Baisha Town rural tourism area into agriculture led type,work led type,mixed type,tourism concurrently operated type and tourism management type according to the four standards of farmers existing effective labor force,farmers employment,main sources of income and whether to participate in tourism business activities.This paper constructed an evaluation index system of farmers livelihood capital suitable for rural tourism areas based on the theoretical framework of sustainable livelihood,and it also discussed the changes of farmers livelihood capital in the development of rural tourism.It drew the conclusions including the overall level of livelihood capital of tourism monopoly and mixed farmers was higher than that of other farmers;the average level of the five types of capital of the five types of farmers was low and only the average index of material capital was high which was 0.528,and the average index of the other four types of livelihoods was less than 0.5,indicating that there was a large gap between the level of farmers livelihood capital and the ideal situation in the rural tourism area of Baisha Town,and the overall livelihood situation of farmers was poor which needed to be improved.Finally,it put forward some targeted suggestions such as the party s management of tourism,giving priority to tourism development,promoting the construction of rural tourism talents,and promoting the construction of rural tourism infrastructure.
