摘 要:“双碳”背景下,核电作为一种安全清洁高效的新型能源属性与公众对于核电的现有认知属性存在着较大的差距,始终制约着核电行业的发展。但是贏得公众对核电的信任与支持是一个较为庞大的系统工程,这其中既有技术知识的问题,又有利益平衡的问题,还有情感信任的问题,基于党的群众工作方法,并充分借鉴国内外核电公众沟通良好实践经验以及一线核电公众沟通工作和同行评估经验,综合运用系统思维方法提出了“一调查三突破”的核电公众沟通策略与建议。Under the background of “dual carbon”, there is a big gap between nuclear power as a safe, clean and efficient new energy and the public’s existing cognition of nuclear power, which has always restricted the development of the nuclear power industry.
