摘　　要：乡镇水利面广量大,对当地经济社会发展有着举足轻重的作用。承担管理服务的乡镇水利站,从雏形初现到机构设立,具备初步管理功能;从“条块结合”到“以条为主”,建立健全服务体系;又从强镇赋权到属地管理,面临机构人员和管理职能等问题。文章用系统治水的理论和方法,结合其历史变革和职能特征,在治水综合性、整体性、协同性和压实责任、精准放权、体制机制等方面,进行深入思考和探讨。Water conservancy on the township-level is the foundation of the whole water conservancy work and plays an important role in the local economic and social development.The water stations on the township-level undertaking management services have had the preliminary management functions.They have established and improved service system.Beginning with mandates delegated by the township level government to localized management,they are facing challenges of institutional personnel and management functions.Using the theory and methods of systematic water governance,combined with historical changes and functional characteristics,this paper makes in-depth reflections and exploration in the aspects of comprehensiveness,integrity,and synergy of water governance,implementation of responsibilities,precise decentralization,and institutions and mechanisms.
