摘 要:现行重点专科评价体系用于区分不同医院间专科等级差别,缺乏系统性、科学性的针对县市级医院内部专科分级管理的评价体系,不利于县市级医院内部专科的可持续发展。该文采用文献研究法、专家调查法、层次分析法构建一套既符合“十四五”国家临床专科能力建设规划要求,又便于县市级医院开展院内专科细化管理的分级评估指标体系,以此引导县市级医院各个专科持续提升医疗服务能力,促进医院整体建设,成为解决医改新形势下县市级医院专科发展困境的关键。The current evaluation system for key specialties is used to distinguish the differences in the grades of specialties among different hospitals,and there is a lack of a systematic and scientific evaluation system for the graded management of specialties within county and city hospitals.It is not conducive to the sustainable development of internal specialties in county and municipal hospitals.This paper adopts the method of literature research,expert investigation and analytic hierarchy process to construct a set of graded evaluation index system that not only meets the requirements of the"14th Five-Year Plan"national clinical specialty capacity building plan,but also facilitates county and city hospitals to carry out detailed management of in-hospital specialties.In this way,various specialties of county and municipal hospitals are guided to continuously improve their medical service capabilities and promote the overall construction of the hospital.It has become the key to solving the special development dilemma of county-level hospitals under the new situation of medical reform.
