借鉴日本渔村振兴经验发展山东海洋渔业研究

摘　　要：海洋渔业是山东经济的支柱产业,山东海洋经济发展战略先后经历“海上山东”战略、海洋经济发展试点、蓝色经济区建设、新旧动能转换综合试验区建设等,使得山东海洋经济发展逐渐上升为国家战略。本文通过梳理山东渔业经济发展总体状况,以及海洋捕捞业、海水养殖业和水产品加工业的发展现状,分析山东传统海洋渔业发展目前所面临的问题。日本渔村的振兴是在法律层面、国家政策层面和消费者层面进行的,借鉴日本经验,本文试图从养殖模式的转变、产业结构的调整以及产业融合发展等方面提出对策建议,促进山东渔村振兴。Marine fishery is the pillar industry of Shandong's economy.Shandong's marine economic development strategy has successively experienced the“Marine Shandong strategy marine economic develop-ment pilot sites blue economic zone construction new and old kinetic energy conversion comprehensive pilot areas etc.Shandong's marine e-conomic development gradually rises to a national strategy.This article analyzes the current situation of Shandong's traditional marine fishery development by combing through the overall situation of Shandong's fishery economic development as well as the development status of ma-rine fishing industry mariculture industry and aquatic product processing industry.The revitalization of Japanese fishing villages is carried out from the legal level national policy level and consumer level.Learning from Japanese experience the paper attempts to put forward policy rec-ommendations from the transformation of aquaculture mode industrial structure adjustment and industrial integration development to promote the revitalization of Shandong fishing villages.
