摘　　要：“两山论”是生态文明建设的理论基石,可为海岛发展生态经济提供指引。本文以长海县为例,回顾海岛产业发展及资源环境变化趋势,结合“两山论”的相关论点,分析主要产业的资源环境承载力状况,以及“绿水青山”转化为“金山银山”的生态经济发展路径。当前长海县养殖业已经接近资源环境承载力超载阈值,需要通过技术革新和资源环境整合修复,推进养殖业绿色新发展。休闲旅游业是增长潜力所在,目前主要受制于交通、基础设施等因素,通过机场、码头扩建和空中、海上航线的增加,以及生态修复和旅游设施建设,可补齐短板,大力推进海岛生态经济发展。The“Two Mountains Theory is the theoretical cornerstone of ecological civilization construction which can provide scientific guidance for the development of island ecological economy.Taking Changhai County as an example this paper reviews the development of island industry and the changing trend of resources and environment analyzes the resource and environmental carrying capacity of major industries and future development path combined with the relevant arguments of“two mountains theory.It is considered that the mariculture carrying capacity in Changhai County is close to the overload threshold and need to upgrade to a new green phase through technological innovation and system integration and restoration of resources and environment.Leisure tourism is the biggest growth potential in Changhai County.At present the transformation of“green water and green mountains into“Golden mountain and silver mountain is mainly restricted by transportation infrastructure and other factors.Through the expansion of airport and wharf the increase of air and sea routes as well as the ecological restoration and construction of tourism facilities the short board of tourism carrying capacity can be supplemented the attraction of tourists can be enhanced and the transformation and development of island ecological economy can be promoted.
