摘　　要：城乡融合发展是推动我国高质量发展的关键内涵,是实现乡村振兴和共同富裕的重要抓手。开展城乡融合现状评价,对于发展城乡融合理论、指导城乡融合实践具有重要意义。本文以上海为研究对象,通过构建上海市城乡融合发展水平综合评价体系,从城乡经济融合化、公共资源均等化、生活品质一体化三个维度,划分中心城区、新城区、新郊区三种空间单元,对高度城市化区域的城乡融合发展特征进行评价分析。研究发现:上海市公共资源领域的城乡融合程度较高,城乡经济、生活品质领域的融合度相对较低,表明上海城乡融合发展的软硬件基础较为扎实,融合发展的动力有待提高,促进城乡要素流动、探索大都市周边乡村区域多功能转型是下一阶段发展的重中之重。同时需要重视乡村数字基础设施建设,弥合城乡数字鸿沟,并关注农村消费的提质扩容。上海城乡融合发展趋势整体向好,但是经济效率、社会事业等领域出现小幅度暂时性倒退,对于这些出现波动的领域应给予及时关注,以防控风险。The integrated development of urban and rural areas is the key connotation of promoting our country's high-quality development,and an important starting point for the realization of rural revitalization and common prosperity.Carrying out the evaluation of the current situation of urban-rural integration is of great significance to the development of urban-rural integration theory and guiding the practice of urban-rural integration.This paper takes Shanghai as the research object,and evaluates and analyzes the characteristics of urban-rural integration development in highly urbanized areas by constructing a comprehensive evaluation system for the level of urban-rural integration development in Shanghai,that divides them into three spacial categories such as central urban area,developing urban area and developing rural area with respect to the degree of urban-rural economic integration,public resource equality and living standards parity.The study found that the degree of urban-rural integration in Shanghai’s public resources sector is relatively high,and the degree of integration in the areas of urban-rural economy and living standards is relatively low,indicating that the societal and physical foundations of Shanghai’s urbanrural integration development are relatively solid,while the driving force for integrated development needs to be improved;urban-rural resource mobility and the multi-purpose transformations of metropolis’neighbouring rural areas is the top priority of the next stage of development while paying attentions to the development of rural digital infrastructures,in order to bridge the gaps from urban areas.The overall trend of urban-rural integration in Shanghai is improving,but there has been a small temporary setback in areas such as economic efficiency and social undertakings.Timely attention should be paid to these areas of fluctuations to prevent and control risk.
