摘　　要：国际法制计量组织(OIML)证书制度是在经济全球化发展背景下建立的法制计量管理计量器具国际互认制度。OIML证书企业的质量信用不仅关乎用户和企业的切身利益,更关系到贸易、安全、健康与环境等领域的公共利益。通过调查、数据收集和统计分析相结合的方式,对我国OIML证书企业的质量信用开展调查、分析和研究。结果显示,我国OIML证书企业质量履约能力和履约行为总体较好,影响企业履约能力和企业质量信用水平的因素,除了企业质量信用评价指标国家标准规定的基本要求外,还有原材料质量、设备状态、环境条件、管理措施、社会责任履约情况和外部评价信息等。该文提出影响企业质量信用状况的两大类影响因素和基于信用风险的OIML获证企业质量信用风险监管模型。The OIML certification system is an international mutual recognition system of measuring instruments subject to legal metrologicalcontrol established under the background of economic globalization.The quality credit of OIML certificate enterprises is not only related to the vital interests of users and enterprises,but also related to the public interests in the fields of trade,safety,health and environment.Based on the survey,data collection and statistical analysis,the quality credit of OIML certificate enterprises in China is investigated,analyzed and studied.The results showthat the quality performance ability and performance behavior of OIML certificate enterprises in China are generally good,influence the enterprise performance ability and the level of enterprise quality credit factors in addition to the basic requirement stipulated in the national standard for the evaluation index of enterprise quality credit,and quality of raw materials,equipment state and environment conditions,management measures,social responsibility performance and the external evaluation information,etc.This paper puts forward two kinds of influencing factors and the OIML quality credit risk supervision model based on credit risk.
