摘　　要：在经济高质量发展的背景下,产业集聚发展模式将发生新变化,产业集聚高质量发展新格局将逐步形成,环境污染问题与环境规制制定也面临着新挑战。从对《产业集聚、环境污染与环境规制研究》的评析切入,探讨了产业引起的集聚、环境污染与环境规制间的关系。作者认为,一方面,产业集聚带来的环境污染会造成资源错配;另一方面,产业集聚会造成环境污染的减缓效应,从而引发环境规制政策的创新,最终影响到产业集聚水平,对美丽中国建设产生着深远影响。Under the circumstances of high-quality economic development,new changes will take place and gradually form a new pattern in the industrial agglomeration development model.Environmental pollution issues and environmental regulation formulations will also be faced up with new challenges.Starting from an evaluative analysis to Industrial Agglomeration,Environmental Pollution and Environmental Regulation Research,this paper explores the relationship between these relevant areas.It is maintained that on the one hand,industrial agglomeration induces environmental pollution,which leads to resource misallocation.On the other hand,it can also bring about a mitigation effect of environmental pollution,which triggers the innovation of environmental regulation policies.This will ultimately affect the industrial agglomeration level,and exert a profound impact on beautiful China construction.
