新疆农业利用外商直接投资效率及影响因素研究

摘　　要：农业外资是中国农业现代化进程的重要投资方式,农业外资利用效率可以有效反映农业对外资的使用情况,提高农业外资利用效率可有效促进农业高质量发展。运用2006—2019年相关数据,构建DEA模型对新疆农业利用外资效率进行评价分析,研究结果表明新疆农业利用外资的综合效率、纯技术效率水平整体偏低,且规模报酬效率呈现波动趋势。另外,运用Tobit回归模型对新疆农业利用外资效率的影响因素进行回归分析,结果显示新疆农业发展水平、农业对外开放程度与新疆农业利用外资效率呈正相关,农业政策、农业耕地面积与新疆农业利用外资效率呈负相关。最后根据研究结果结合农业利用外资实际情况提出提升新疆农业利用外资效率的对策建议,以促进新疆农业的可持续、高质量发展。agricultural foreign capital is an important investment mode in the process of China’s agricultural modernization. The utilization efficiency of agricultural foreign capital can effectively reflect the use of foreign capital in agriculture. Improving the utilization efficiency of agricultural foreign capital can effectively promote the high-quality development of agriculture. Using the relevant data from 2006 to 2019, this paper constructs a DEA model to evaluate and analyze the efficiency of agricultural foreign capital utilization in Xinjiang. The research results show that the overall efficiency and pure technical efficiency of agricultural foreign capital utilization in Xinjiang are low, and the return to scale efficiency shows a fluctuating trend. In addition, the Tobit regression model is used to analyze the influencing factors of the efficiency of agricultural foreign capital utilization in Xinjiang. The results show that the level of agricultural development and the degree of agricultural opening to the outside world in Xinjiang are positively correlated with the efficiency of agricultural foreign capital utilization in Xinjiang, and the agricultural policy and agricultural cultivated land area are negatively correlated with the efficiency of agricultural foreign capital utilization in Xinjiang. Finally, according to the research results, combined with the actual situation of agricultural utilization of foreign capital, this paper puts forward countermeasures and suggestions to improve the efficiency of agricultural utilization of foreign capital in Xinjiang, so as to promote the sustainable and high-quality development of agriculture in Xinjiang.
