摘　　要：为贯彻落实《生物安全法》和农业农村部关于加强动物病原微生物实验室管理有关文件精神,安徽省开展了动物病原微生物实验室的情况摸底调查和生物安全专项检查。调查发现,安徽省现有动物病原微生物实验室103个,组建了生物安全管理委员会,明确了生物安全责任人、监督员、管理员等各自职责;建立健全了生物安全管理体系,建立了应急预案和响应机制,定期开展风险评估并及时纠正。同时还发现,安徽省兽医实验室存在生物安全设施设备不足、生物安全管理体系不健全、生物安全管理措施不到位等问题。建议加强《生物安全法》宣贯,持续推进动物病原微生物实验室备案;改善实验室生物安全防护设施设备,完善实验室生物安全管理体系,增强硬件和软件建设;加强生物安全管理培训,强化监管和指导。In order to implement the Bio-safety Law of the People’s Republic of China and the spirit of relevant documents about strengthening the management of animal pathogenic microbiology laboratories issued by the Ministry of Agriculture and Rural Affairs,a thorough investigation and special inspection on bio-safety of the laboratories were conducted in Anhui Province.It was investigated that,for 103 laboratories,a bio-safety management committee was organized to clarify the respective responsibilities of bio-safety responsible persons,supervisors and administrators,to establish or improve bio-safety management system,emergency plan and response mechanism,to conduct risk assessment regularly and to apply correction measures in time if necessary.Some problems were also observed,such as insufficient bio-safety facilities and equipment,imperfect bio-safety management system,inadequate bio-safety management measures,etc.,against which,some suggestions were put forward,including strengthening the publicity and implementation of the Bio-safety Law of the People’s Republic of China and continuing to promote filing of animal pathogenic microorganism laboratories,upgrading bio-safety facilities and equipment,improving bio-safety management systems,enhancing hardware and software construction,increasing trainings on bio-safety management and strengthening supervision and guidance.
