摘　　要：文章以邯郸市图书馆工作为例,剖析总结近年来市民在公共图书馆表现出文明素质的缺失与不足,总结分析其通过宣传展品形成文明环境氛围、硬件设施优化、机制与制度等软设施优化,主动承担宣传思想文化战线排头兵,扩展常态化服务等工作方面的工作与创新,揭示公共图书馆通过常态化服务在提升市民文明素质并服务地方社会发展中不可或缺的重要作用。Taking the work of Handan library as an example, this paper analyzes and summarizes the lack and deficiency of citizens’ civilized quality in public libraries in recent years, summarizes and analyzes their work and innovation in forming a civilized environment atmosphere, optimizing hardware facilities, optimizing soft facilities such as mechanism and system, actively undertaking the vanguard of propaganda ideological and cultural front, expanding normalized services, etc. This paper reveals the indispensable role of public libraries in improving citizens’ civilized quality and serving local social development through normalized service.
