摘 要:基于史密斯政策执行过程模型的视角,从“理想化的政策”“执行机构”“目标群体”和“环境因素”四个影响政策执行的因素入手,构建抗疫期间全国高速公路免费通行政策执行分析框架,探讨了抗疫期间全国高速公路免费通行政策在紧张的社会环境大背景下逐步实现政策平稳落地的过程,并从协同系统、协同渠道、协同意识等方面提出疫情防控常态化背景下相关公共政策执行的建议。Based on the perspective of Smith's policy implementation process model,this paper constructs an analysis framework for the implementation of the National Expressway free access policy during the anti-epidemic period from the four factors affecting the policy implementation,including"idealized policy","executing agency","target group"and"environmental factors".This paper discusses the process of the National Freeway free access policy from gradual transition to smooth implementation of the policy under the background of tight social environment during the anti-epidemic period.In addition,suggestions on the implementation of relevant public policies are put forward based on the mutual coordination among elements of policy objectives,timely and effective information transfer,safeguarding the interests of target groups and improving their awareness and other aspects.
