摘　　要：随着中国经济的不断发展,消费层面碳排放比重逐渐增加,如何引导和规制公众低碳消费行为已成为当前亟待解决的现实问题。有鉴于此,论文以个人碳交易理论为研究基础,以促进我国低碳消费模式发展为导向,重点探讨“互联网+”绿色生态视域下的个人碳交易模式及其实施路径问题,以加强公众低碳消费模式引导和管制,消除从意愿到行为的障碍,促使消费者由被动治理变主动治理,进而为政府制定有效的低碳管理政策提供针对性的政策思路和实施路径,为我国个人碳交易市场及低碳消费引导模式的顺利推动提供必要的理论基础。With the continuous development of China’s economy,the proportion of carbon emissions at the consumption level has gradually increased.How to guide and regulate public low-carbon consumption has become a practical problem that needs to be solved urgently.In view of this,this paper takes the theory of personal carbon trading as the research foundation and takes the promotion of China’s low-carbon consumption model as the orientation,focusing on the issue of personal carbon trading model and its implementation path under the perspective of“internet+”green ecology.In order to strengthen the guidance and control of public low-carbon consumption model,remove obstacles from willingness to behavior,and urge consumers to change from passive governance to active governance,in order to provide targeted policy ideas and implementation paths for the government to formulate effective low-carbon management policies,we should provide the necessary theoretical basis for the smooth promotion of China’s personal carbon trading market and low-carbon consumption guidance model.
