小型绿色矿山建设浅析

摘　　要：为了全国更好地进行绿色矿山建设,实现矿业的生态文明建设,通过研究全国大中小型矿山的对环境的影响不同、盈利能力不同、社会责任不同、生态产业发展不同,得出不同规模的绿色矿山建设的着重点也应有所不同;分析了现有9个行业《绿色矿山建设规范》制定背景、现有国家绿色矿山名录、多个地区调研情况、有关专家学者论点4方面,得出了现有9个行业《绿色矿山建设规范》对小型绿色矿山建设不适用的结论。从矿区布局与设施装备、资源开发利用、生态环境、规范化管理、矿山生命周期、条款文本和参照依据6方面详细分析了小型绿色矿山建设需要考虑的因素,总结了有别于大型矿山的小型绿色矿山建设的着重点,为我国小型绿色矿山建设提出了新的方向。研究为绿色矿业管理部门、研究机构、矿山企业等相关人员提供了建设方向和研究指引。In order to better carried on the construction of green mines and realize the construction of ecological civilization in mining industry,through the study of different environmental impacts,different profitability,different social responsibilities and different development of ecological industry of large,me⁃dium and small mines in China,it is concluded that the focus of green mine construction of different scales should also be different.The four aspects including the formulation background of the existing nine indus⁃tries“Green Mine Construction Specification”,the existing national green mine directory,the investiga⁃tion of several regions and the arguments of relevant experts and scholars were analyzed,and draw the con⁃clusion that the“Green Mine Construction Specifications”of the existing nine industries are not applicable to the construction of small-scale green mines.This paper analyzes in detail the factors to be considered in the construction of small-scale green mines from six aspects:mining area layout and equipment,resource development and utilization,ecological environment,standardized management,mine life cycle,clause text and reference content basis.The key points of small-scale green mine construction different from large mines is summarized,and puts forward a new direction for the construction of small-scale green mines in China.The study provides construction direction and research guidance for relevant personnel of green min⁃ing management departments,research institutions,mine ehterprises relevant.
