山东经济定位与区域发展战略重点研究

摘　　要：近些年,山东经济取得较大发展,但与南方经济强省比较,差距有拉大趋势。更清晰地认识山东的经济定位和反思山东区域经济发展重点具有重大现实意义。在全国的经济版图中,山东靠实体经济立省,是国家经济稳定器、全国最重要的经济增长极之一,也是南北经济平衡码。必须达成共识并且长期实施:山东区域经济战略的重点“两圈一线”;“济青”双核城市的发展思路是:超大城市和创新中心、集约化发展、以市民为本、加强统筹合作、建设高档城区和强化城市规划的科学性稳定性;把产业重点与区域重点结合起来,融合发展。下一步,在反思区域发展战略基础上,需要:科学理解中央领导、国家对山东区域发展战略重点的战略指导和布局;科学理解和实施黄河流域生态保护和高质量发展战略;科学认识与全国其他经济区域的关系;认清和抓住在新的发展格局中山东经济区的发展机遇;把“开放”放在现阶段、新发展格局中最重要的位置。In recent years,Shandong's economy has achieved great development,but compared with the economically strong provinces in the south,the gap is widening.A clearer understanding of Shandong's economic positioning and reflection on the focus of Shandong's regional economic development are of great practical significance.In the national economic territory,as a province established by the real economy,Shandong is not only the national economic stabilizer and one of the most important economic growth poles in the country,but also the code of economic balance between the north and the south.We must reach a consensus and implement it for a long time:the focus of Shandong regional economic strategy is"two circles and one line";the development ideas of"Jiqing"dual core city are:mega city and innovation center,intensive development,citizen oriented,strengthening overall planning and cooperation,building high-grade urban areas and strengthening the scientific stability of urban planning,and combining industrial focus with regional focus for integrated development.In the future,on the basis of rethinking the regional development strategy,we need:scientifically understand the strategic guidance and layout of the central leadership and the state on the strategic focus of Shandong regional development;scientifically understand and implement the strategy of ecological protection and high-quality development in the Yellow River Basin;scientifically understand the relationship with other economic regions in the country;recognize and seize the development opportunities of Shandong Economic Zone in the new development pattern;put"opening up"in the most important position in the current stage and new development pattern.
