协同视角下公益类科研院所科研管理新模式研究

摘　　要：公益类科研院所是实施国家创新驱动发展战略的重要力量,在改革和转型的时代背景下,需要尽快确立可有效促进科研创新的科研管理模式。文章面向基于协同视角的科研创新,系统分析了公益类科研院所在协同式科研管理中面临的诸多挑战。在此基础上,从科研团队的协同管理、科研项目的协同管理和科研服务的协同管理3个方面提出促进公益类科研院所科研创新的科研管理新模式。Public welfare scientific research institutes are important force in implementing the national innovation driven development strategy.Under the background of reform and transformation,it is necessary to establish a scientific research management mode that can effectively promote scientific research innovation as soon as possible.Facing the scientific research innovation based on collaborative perspective,this paper systematically analyzes many challenges faced by public welfare scientific research institutes in collaborative scientific research management.On this basis,this paper puts forward a new scientific research management model that can promote the scientific research innovation of public welfare scientific research institutes from three aspects:the collaborative management of scientific research teams,the collaborative management of scientific research projects and the collaborative management of scientific research services.
