摘　　要：借助于新一代信息技术,智慧城市及其应用获得极大发展,个体逐渐放弃高成本的人际关系转而依靠物质技术系统高效率、低成本去追求自身行为目标的实现,造成技术与人文失衡的结果,导致传统道德、舆论对个体的约束力下降,进而导致一系列社会问题,远期达到深度异化时,技术系统建构的文化将替代人类的文化传统,应采取措施使人们对价值观念重新认识,重塑个体人文精神世界,恢复道德观念对行为约束的作用,有效途径就是通过文化提高个体人文精神境界。公共文化服务体系作为智慧城市的重要构成部分,需要政府为主导做好顶层设计,建立、完善呈现文化资源的实体基础设施和技术系统,但更关键的是要通过社会活动促进文化资源的使用,以在社会交往中拉近人与人的关系,从而消除技术与人文的失衡。By means of a new generation of information technology,intelligent city and its application has had tremendous development,gradually give up the high cost of individual relationships rely on material technology system,high efficiency and low cost to pursue to achieve the goals of their behaviour,technology and humanities imbalance as a result,resulting in a decline in the binding of the traditional morality,public opinion to the individual,resulting in a series of social problems,In the long run,the culture constructed by the technological system will replace the cultural tradition of human beings,and measures should be taken to make people re-understand the value concept,reshape the individual humanistic spirit world,and restore the role of moral concept in behavior restraint.The effective way is to improve the individual humanistic spirit realm through culture.Public cultural service system as the important part of intelligent city,need government as the leading completes the top-level design,establish and perfect the present cultural resources of physical infrastructure and the technical system,but it is more critical to through social activities to promote the use of cultural resources,with close relationships in social interaction,thereby eliminating technology and the humanities imbalance.
