摘　　要：旨在探究影响政府购买居家养老服务质量的关键环节。以南京市鼓楼区为例,构建了政府购买居家养老服务GERT模型;提出关键节点测度系数,结合案例并通过数值模拟识别出GERT网络的关键节点,即为影响政府购买居家养老服务质量的关键环节。研究结果表明:监督评估、构建监督评估体系和甄选承包商是政府购买居家养老服务质量的关键环节,对服务质量的影响程度最大。针对关键环节提出改善措施,为破解政府购买居家养老服务质量问题提供借鉴。The key links that affect the quality of government procurement of home-based senior care services(GPHSCS)are explored.Taking Gulou district of Nanjing city as an example to construct the GERT network model of GPHSCS,the key node measure coefficients are proposed and the key nodes of GERT network identified through the numerical examples and numerical simulation,which are the key links that affect the quality of GPHSCS.The results show that supervision and evaluation,construction of supervision and evaluation system,and selection of contractors are the key links about quality of GPHSCS,and they have the greatest impact on the quality of senior care services.Improvement measures are put forward for key links,which can provide reference for solving quality problems of GPHSCS.
