民主参与视角下高校领导信箱建设现状及优化路径研究——基于安徽省46所本科高校的调研分析

摘　　要：网上信访工作制度的完善,有力推动了国家治理体系和治理能力现代化。高校领导信箱作为网上信访的重要阵地,是高校决策层和管理者收集民情民意、解决公众诉求的重要平台之一。通过对安徽省46所本科高校领导信箱的模块设置、信息公开和回应绩效等现状进行调研分析发现,高校普遍重视发挥领导信箱在推进党务信息公开、加强民主管理、密切联系群众中的积极作用,但也存在着系统建设力度不够、信件办理效率不高、管理体制不顺畅、配套制度不健全等问题。针对上述现状和存在问题,对高校领导信箱建设、运行和管理提出了实践对策及改进建议。Improving the online petition system is an important part of comprehensively deepening the reform,which has effectively promoted the modernization of the national governance system and governance capacity.As an important position for online letters and visits,leadership mailboxes have become an important platform for university decision-makers and managers to collect public sentiment and solve public demands.Through the investigation and analysis of the current situation of leadership mailboxes module setting,information disclosure and response performance in 46 universities in Anhui Province,it is generally felt that universities attach great importance to giving full play to the positive role of leadership mailboxes in promoting Party affairs information disclosure,strengthening democratic management and close contact with the masses,but there are also problems such as insufficient system construction,low efficiency of letter handling,unsmooth management system and imperfect supporting system.In view of the above situation and existing problems,this paper puts forward practical countermeasures and improvement suggestions for the construction,operation and management of university leadership mailboxes.
