摘  要:乡村振兴战略背景下,促进农地转出是实现小农户与现代农业发展相衔接的关键一步,完善农地产权和降低交易成本对促进农地转出具有重要作用。为揭示农地产权权能强度对农地转出的影响机理,本文构建“农地产权权能强度—交易成本—农地转出”的理论框架,基于297份农户调研数据,采用中介效应分析方法验证三者关系。结果表明,农地产权权能强度对农户农地转出的总体效应呈显著正向影响,交易成本由资产专用性、交易不确定性和交易频率三个维度构成,资产专用性中非农就业比指标的中介作用路径不显著,其他维度下的指标在农地产权权能强度与农地转出间均存在部分中介效应。因此,要充分落实农地“三权分置”政策,强化农地产权权能。同时,完善中介机构、发展培育新型经营主体,关注务农老龄化、农户“待地而沽”等现状,同时规范农地流转管理是减少交易成本促进农地转出的必由之路。In the context of the rural revitalization strategy,promoting the transfer of agricultural land is a key step to realize the connection between small farmers and the development of modern agriculture.Improving the property rights of agricultural land and reducing transaction costs play an important role in promoting the transfer of agricultural land.In order to reveal the mechanism of the impact of“the power of farmland property rights on the transfer of farmland,construct a theoretical framework of the power of farmland property rights-transaction cost-the transfer of farmland”.Based on 297 survey data of farmers,the intermediary effect analysis method is used to verify the relationship between the three.The results show that the strength of farmland property rights has a significant positive impact on the overall effect of farmers’farmland transfer.Transaction costs are composed of three dimensions:asset specificity,transaction uncertainty,and transaction frequency.The mediating path of indicators is not significant,and indicators in other dimensions have a partial mediating effect between the intensity of agricultural land property rights and the transfer of agricultural land.Therefore,it is necessary to fully implement the“three-rights separation”policy of agricultural land and strengthen the power of agricultural land property rights.At the same time,improving intermediary agencies,developing and cultivating new business entities,paying attention to the status quo of the aging of agriculture and farmers’“waiting for land”.At the same time,standardizing the management of farmland transfer is the only way to reduce transaction costs and promote the transfer of farmland.
