基于政策工具视角的残疾人就业政策研究

摘　　要：残疾人就业对于残疾人个人、家庭乃至整个社会均具有积极的意义,残疾人就业政策是促进残疾人就业的重要保障。基于政策工具视角构建二维分析框架,采用内容分析法对1988—2020年间残疾人就业政策文件进行量化分析。研究发现,残疾人就业政策存在法律效力不高、主体协同不够、工具结构失衡等问题。由此提出加强残疾人就业政策体系建设、加强残疾人就业协同治理机制建设、优化政策工具结构、充分发挥政策组合优势等促进残疾人就业的对策建议。The employment of the disabled has positive significance for the disabled individual,family and even the whole society.The employment policy for the disabled is an important guarantee to promote their employment.The research constructs a two-dimensional analysis framework from the perspective of policy tools,and uses a content analysis to quantitatively analyze the employment policy papers for the disabled from 1988 to 2020.It is found that the employment policy of the disabled has some problems,such as low legal effect,insufficient coordination of policy subjects,and imbalance in the structure of policy tools.Based on the above,it is proposed to strengthen the construction of the employment policy system,strengthen the construction of the coordinated governance mechanism,strengthen the optimization of the structure of policy tools,and give full play to the advantages of policy combination to promote the employment of the disabled.
