煤炭资源探矿权结构优化与高质量发展--“双碳”目标视角下的路径探讨

摘　　要：收集我国自然资源部全国矿业权人勘查开采信息公示系统2016—2020年公布的全国6039项煤炭资源探矿权信息,对其样本特征和构成比例进行描述性分析,探究我国探矿权结构的年度演变特征,分析探矿权结构因素对区域煤炭消费和碳排放的影响,探讨其中影响“双碳”目标的机制。结果表明:①我国煤炭探矿权的管理定位与“双碳”目标要求存在一定偏差,探矿权结构不均衡,进阶和转化机制不畅。②省际层面,煤炭产区的探矿权数量、勘查程度和探矿权人专业性对原煤开采增速具有显著正向影响,说明处在煤炭产业上游的资源勘查行业通过政策引导和机制优化,能够服务于“双碳”目标的实现。③优化探矿权结构,应突出更严导向的规划审批、更优品质的资源供给、更细切口的费率调控、更高标准的周期管理和更大力度的协同创新,创造有利于高质量发展的降碳环境。Based on a data set from National Mineral Exploration and Mining Information Publicity System,this paper collected 6039 national coal resource exploration right information publicized from 2016 to 2020,made a descriptive analysis on its sample characteristics and composition proportion,explored the annual evolution characteristics of China′s exploration right structure,analyzed the impact of exploration right structure factors on regional coal consumption and carbon emission,and discussed the mechanism affecting the“double carbon”goal.The results showed that:①There were noticeable gaps between the status quo of CRER administration and the goal of carbon emission peak and neutrality.The distributions of CRER were imbalanced,and there were obstacles in progression and transactions.②At provincial levels,the number of CRER,the degrees of exploration stage and the professional capacity of rights owners were significant predictors of the regional coal output,implying that coal resources exploration industry would facilitate the achievement of carbon emission peak and neutrality.③Planning,administrative approvals,energy provision quality,fine-tuned pricing policy,life-cycle management and collaborative innovation were the key elements in promoting the structural upgrade and high quality development of CRER.
