摘　　要：批转地方经验是毛泽东领导中国共产党创造性地提出并实践的制度创设路径,有效地缓解了新中国的制度创设难题。经过中央批转,地方经验得以进入国家制度体系,以独特的方式发挥其制度功能,保障了中央与地方两个积极性的发挥,赋予了国家制度体系以灵活性和适应性。毛泽东对地方经验的高度重视和批转地方经验的丰富实践,开辟了新中国通过批转地方经验来充实国家制度体系的正确道路,构成了推进国家制度体系现代化的内生动力。The approval and forwarding of local experience is the original path of institutional creation explored by CPC under the leadership of Mao Zedong,relieving the dilemma of institutional creation in new China.After the central approval and forwarding,the local experience has become a part of the state institutional system,functioning institutionally in a unique way which guarantees the initiative of both the central and the local regimes and gives the state institutional system with flexibility and adaptability.Mao Zedong’s exploration opened up a right path of institutional creation,which constituted the endogenous driving force for the modernization of the state institutional system of China.
