我国禁摩政策实施与管理政策的思考

摘　　要：20世纪80年代以来,全国多地对摩托车采取“禁摩”管理措施,对提升交通安全、改善交通秩序发挥了一定作用。但近年来,随着经济水平和城市化发展,交通拥堵、出行需求多样化、交通体验个性化等特性日益凸显,摩托车作为一种较为灵活、便捷、经济的交通方式,再次受到部分出行者青睐。禁摩措施是否应该继续执行引发了社会关注和热议。本文对国内主要城市的禁摩措施情况进行梳理,剖析实施以来,对交通、出行、行业带来的利弊影响,结合未来摩托车产品细化、需求定位变化的发展趋势,从牌照、通行、源头管理、基础设施建设方面提出了相关建议。建议各地结合当地交通实际确定对摩托车是“禁”还是“放”,避免“一禁了之”变为“一放了之”。Since the 1980s, many cities have adopted the motorcycle prohibition management measures, which has played a significant role in enhancing traffic safety and improving traffic order. However, in recent years,with the rapid development of economic level and urbanization, some traffic phenomena and characteristics have become increasingly prominent, including traffic congestion, diversified travel demand, and pursuing personalized traffic experience. As a flexible, convenient and economical mode of transportation, motorcycle regains much favor again. Therefore, whether the prohibition policy of motorcycles should be continued, has aroused social concern and heated discussions. This article sorts out the implement situation in main cities in China and analyzes the pros and cons of the policy on transportation, travel, and industries. Considering the development trend of motorcycle in the future including product refinement and demand positioning changing,the article proposes some suggestions in terms of licenses, access, source management as well as infrastructure construction. Either ‘Prohibit’ or ‘Release’ of motorcycles should be based on local traffic situation. Dogmatic change from absolute prohibition to absolute free is inadvisable.
