黄河上游水电开发与水风光互补技术研究

摘　　要：黄河上游水电站建设成果卓然,青海境内光伏电站开发建设持续引领行业技术发展方向。当前,国家引导大力发展新能源,但因相配套的制度、标准未及时出台,大规模并网光伏电站的安全、送出、消纳等问题始终未得到有效解决,严重制约行业高质量发展进程。因此构建以新能源为主的新型电力系统,要建立健全相关制度、标准,包括规范开发商标准,制定发电企业与电网企业在电站建设中有关职责分工的标准;要改变现行电力体系,建立电网与局部电网各司其职、各负其责的新机制;要不断加强技术创新,加快水风光储多能互补、清洁能源调控枢纽等新技术研究应用。The construction of hydropower stations on the upper reaches of Yellow River has made remarkable achievements,while the development and construction of solar PV power stations in Qinghai Province continues to lead the technical development direction of the industry.At present,vigorous development of new energy is encouraged,but due to the lack of timely introduction of supporting systems and standards,the challenges of large-scale grid-connected solar PV power plants,such as safety,delivery and consumption etc.,have not been effectively solved,which seriously restricts the high-quality development of the industry.Therefore,to develop new electric power systems based on new energy sources,it is necessary to establish and improve relevant systems and standards,including standardizing developer standards,and formulating standards for the division of responsibilities between power generation companies and grid companies in the construction of power stations;to change the current power system,and establish a new mechanism that the national and local grid could perform its own respective duties;it is necessary to continuously strengthen technological innovation,and accelerate the research and application of new technologies,such as multi-power hybrid technology covering hydro,wind,solar and energy storage,as well as clean energy regulation and control hubs.
