摘　　要：本文以大亚湾区2018年至今入海排放口监管整治工作为例,介绍了当地入海排放口监管与整治各环节模式设计与实践经验,包括界定不同入海排放口的定义和类型,设计入海排放口监管整治流程与分工,开展入海排放口排查、监测、溯源,设定入海排放口整治目标、措施并对整治成效进行分析,建立入海排放口监管长效管理机制,针对性提出了整治管理经验与建议,并特别对入海排放口相关法律法规进行了梳理。This paper takes the supervision and rectification of sea discharge outlets in Daya Bay Area from 2018to the present as an example,and introduces the model design and practical experience of each link in the supervision and regulation of local sea discharge outlets,including defining the definitions and types of different sea discharge outlets,and designing sea discharge outlets.Supervise the rectification process and division of labor,carry out inspection,monitoring,and traceability of sea discharge outlets,set sea discharge outlet rectification goals and measures,and analyze the effect of rectification,establish a long-term management mechanism for sea discharge monitoring,and put forward rectification management experience and recommendations in a targeted manner.Recommendations,and in particular,the relevant laws and regulations of discharges into the sea have been sorted out.
