高校重大科技基础设施开放共享机制与运行绩效研究

摘　　要：高校重大科技基础设施是支撑重大科学问题研究和解决、促进高新技术发展、培养世界一流科研团队和工程技术管理团队的物质基础。设计面向高校、科研机构和企业等多元主体的开放共享机制是高校重大科技基础设施运行绩效提升的关键。通过多案例研究方法,构建了高校重大科技基础设施开放共享机制与运行绩效模型。研究发现,开放机制包括开放准入机制、开放收费机制和开放保障机制,用以促进高校重大科技基础设施科研成果产出和设施利用率提高;共享机制包括人才共享机制和数据共享机制,用以推动高校重大科技基础设施科研成果产出、设施利用率提升和人才培养。最后提出高校重大科技基础设施开放共享机制设计的启示:面向多元主体,扩大设施开放范围,设计差异化收费体系,构建有序开放保障机制;跨出高校边界,立足核心资源,构建高层次人才共享机制健全数据共享协调机制。Major scientific and technological infrastructure in colleges and universities is the material basis for supporting the research and solution of major scientific problems,promoting the development of high and new technology,and cultivating world-class scientific research teams and engineering technology management teams.Designing an open and sharing mechanism for universities,scientific research institutions and enterprises is the key to improve the Operational Performance of major scientific and technological infrastructure in universities.Through the method of multi case study,this paper constructs the opening mechanism,sharing mechanism and Operational Performance model of major scientific and technological infrastructure in universities.It is found that the open mechanism includes open access mechanism,open charging mechanism and open guarantee mechanism to promote the output of scientific research achievements and the utilization rate of major scientific and technological infrastructure in universities;The sharing mechanism includes talent sharing mechanism and data sharing mechanism to promote the output of scientific research achievements,the improvement of facility utilization and talent training of major scientific and technological infrastructure in universities.Finally,it puts forward the enlightenment of the open and sharing mechanism design of major scientific and technological infrastructure in universities:facing multiple subjects,expanding the scope of facility opening,designing differentiated charging system,and building an orderly and open guarantee mechanism;Across the boundaries of universities,based on core resources,build a high-level talent sharing mechanism and improve the data sharing and coordination mechanism.
